PROFESSIONAL CONTRACTING SERVICES
 A number of local governments around the State have had to do more with less. That includes less staffing due to personnel downsizing. COMPREHENSIVE PLANNING
The Comprehensive Plan is a community’s compass for its chartered course. Comprehensive Planning expresses a long-range vision with short and intermediate plans. More importantly, it provides the basis for policy and budget decisions.

CONSOLIDATED PLANNING
The U.S. Department of Housing and Urban Development (HUD) requires its Participating Jurisdictions (PJs) to develop a Consolidated Plan as part of its CDBG/HOME application. The five-year plan provides general to specific approaches to serving low to moderate income households and families. 

RS3 will:

  • Plan & Coordinate Public Meetings
  • Conduct and Analyze Need Surveys
  • Develop Document
  • Review Findings and Documents with Staff
